Houston Airport System
DCG has served the Houston Airport System for more than 15 years. Since 2002, DCG has served as HAS's principal/lead IT consultants. Over these years, DCG has completed more than 350 projects for Houston's airports. In addition to the projects below, other key Houston airport-related projects are further discussed in other project sections including Information Systems Master Planning, IT Program Management , Project Management Oversight, Infrastructure Planning, Applications Development, and Business Processes.
AIP Grants Compliance Reviw
DCG performed an inventory/documentation review of the $500 million North Runway project funded by AIP grants at George Bush Intercontinental Airport. Working closely with HAS Finance and Regional FAA staff to prepare the project for an OIG audit, DCG created extensive project review checklists, file organization guidelines, completion of outstanding certifications, and response to a land acquisition compliance review. The scope included planning, construction, and land acquisition projects. With respect to land records, we inventoried all acquired parcels and reviewed and reconciled all acquisition costs. We also verified the Cost Summary, a required deliverable by the FAA. As a result of DCG reconciliation efforts, the project realized an additional $4.5 million of allowable reimbursement from the FAA.
- DCG also developed and held a Grant Management Overview class for over 35 HAS project management personnel, which included CEUs to participants. The course was also attended and applauded by Regional FAA representatives
- DCG also defined requirements, developed, and implemented grant-related reporting enhancements to HAS’ Project Management Information System (PMIS) to track grant disbursements and to generate FAA Form 271 and 272.
Automated People Mover (APM Bus) Operations PlanAs a subcontractor to Parsons Brinkerhoff in their work for George Bush Intercontinental Airport, DCG served as project managersand designed and developed an Operations Plan for secure airside bus service to provide passenger transfer service betweenTerminal B and C during APM outages required by construction activity to expand the system.
Major elements of the Operations Plan included design/ construction of a temporary bus station at Gate 27 in Terminal C;provision for two bus routes (north side/south side) operating 13 buses; operational and security procedures; a signage planthroughout the terminals directing passengers to either the APM station or bus station depending on service status; and,schedule and service level elements of the operations. Once completed, DCG provided service monitoring assistance.
AVI Ground Transportation SystemDCG served as project leader to acceptance test and implement a ground transportation AVI system for ground transportationrevenue control/collection. DCG integrated billing software developed by the Minneapolis Airport Commission’s with acustom developed Airport Use Permitting System developed in Access using ODBC connectivity. DCG performed extensiveinfrastructure testing to confirm/ maximize system accuracy and performance.
Guaranteed Parking ProgramDCG provided feasibility analysis for the implementation of a guaranteed parking program, which is now offered to select airportfrequent flyers on a subscription basis. DCG investigated other airport experience with the program and evaluated technologyalternatives (prox card versus AVI) to support the program.
Wayne County Aviation Authority
Revenue Management System Needs Assessment
DCG conducted a study for WCAA (Detroit Airport) to assess the need for and cost benefits of implementing an integrated Revenue Management System (RMS). The study provided both a functional and a technical assessment of revenue management oriented activities and systems used at WCAA, including revenue-related business process inControllers; Financial Planning and Analysis; Treasury Services; Concessions & Quality Assurance; Aviation Services; Real Estate; Landside Services; Procurement and Contract Compliance; Planning, Facilities Management and Construction; and Internal Audit. The recommended RMS solution scope included Agreement Management; Space Management; Risk Management; Billing & Invoicing; Accounts Receivable; Contact Management; and, Utilities Billing.
Dallas Ft Worth Airport Authority
Fixed Asset Management Services/GAAP ConversionDCG served as project leaders to review and establish fixed asset policies and procedures for DFW Airport in support of theairport’s conversion from a “rates and charges” basis of accounting to full GAAP accounting. The scope of workincluded:
- Assessment of current fixed asset accounting practices and recommendations for improvement
- Preparing an RFP for inventory and valuation services
- Serving as project manager to oversee the inventory and valuation of more than $2 billion of airport assets by an outsideappraisal firm
- Implementation of DCG’s G-FAMS™ fixed asset software
- Conversion of existing records from AS-400 applications and from appraisal firm deliverables to G-FAMS™fixed asset software
- Development of a fixed assets management policy and procedure manual
DCG concluded its assistance by coordinating and presenting to the outside auditors the reconciliation of GAAP converted recordsto previous financial statements.
City of Philadelphia Dept of Aviation
Purchasing/Warehouse StudyDCG assisted the City of Philadelphia Department of Aviation to identify opportunities to improve its procurement and warehouseactivities and implement a centralized Technical Services Division. Subsequent phases of the study involved:
- Assisting in the establishment of central warehouse and inventory management organizations.
- Requirements definition, software selection and implementation assistance to install an on‑line purchasing andinventory system to support the Airport system's two facilities.
- Development of a comprehensive policies and procedures manual to document operations under the new environment.
